LEO critical incident response to armed-staff campuses
A 10-hour, multi-agency active shooter response course for Texas peace officers who may be called to a Guardian or marshal school. Officers from different agencies train the response together, from first arrival through full-scale force-on-force simulation with trained Guardians as role players.

Multi-agency training
Train with the agencies that would respond with you
A school active shooter call rarely brings just one agency. City police, the sheriff’s office, DPS, school district police and EMS all arrive, each with its own radios and habits. This class puts officers from different agencies through the same scenarios in a real school building, so the call itself isn’t the first time they have worked together.

The class runs inside Hallettsville Junior High School in coordination with the district. Officers work an actual campus layout, and trained Guardians play the armed staff they could meet on a real call.

Where this fits under HB 33, the Uvalde Strong Act
- Multi-agency drills. Government Code §772.013 requires DPS, each county sheriff and the agencies the sheriff expects to respond to a school active shooter to hold a multiagency tabletop exercise in odd-numbered years and an in-person drill in even-numbered years. 2026 is a drill year. This class is not that drill on its own, since the sheriff and DPS run it, but if your county is still planning its 2026 drill, call us at 817-625-2700 about coordinating.
- Agency drill policy. Every agency must keep a written policy for responding to an active shooter at a school, including a recommendation for how often to run simulated drills (Occupations Code §1701.163). Agencies can use this class toward the drills their own policy recommends.
- Campus familiarity. Since 2023, districts must give DPS, local law enforcement and first responders campus maps and a chance to walk through each building (Education Code §37.117). Training inside a district building puts that familiarity to work.
- What it does not replace. TCOLE’s required ALERRT active shooter training: at least 16 hours in the training unit that ends August 31, 2027. This class awards no TCOLE credit.

What officers train
Guardian and marshal programs put lawfully armed school employees on campuses across Texas. This course covers the responding side of that encounter: what the first officers on scene should expect, and how to move, communicate and make decisions when armed staff may already be engaged.
- Law enforcement initial incident response: first-arriving officer priorities at an active threat on a school campus
- Guardian and marshal initial incident response: what armed staff are trained to do in the first minutes, and what they have been taught to expect from you
- Entry and movement tactics: approach, entry and movement through school buildings
- Full-scale simulation: force-on-force scenarios using Ultimate Training Munitions (UTM) man-marker equipment and firearms, with trained Guardians and role players
- Instructor critique: certified instructors debrief each scenario and give every officer feedback on their response
Who teaches it
The course is led by Bryan Proctor, GSFT’s founder. He is a TCOLE-certified instructor, an honorably retired Texas peace officer and a DPS-certified school safety instructor who trains Texas Guardians year-round. GSFT instructors have certified school Guardians representing more than 200 Texas school districts. Read the instructor backgrounds.
Who can attend: this course is restricted to officers who hold a current Texas peace officer license. GSFT is not a TCOLE training provider. This course has no TCOLE course number and awards no TCOLE credit.

Frequently asked questions
Does this course carry TCOLE credit or count toward the ALERRT requirement?
No. GSFT is not a TCOLE training provider, and this course has no TCOLE course number. It also does not replace TCOLE’s required ALERRT active shooter training (at least 16 hours in the training unit that ends August 31, 2027). It is additional multi-agency scenario training for licensed officers.
Does this class count as our county’s HB 33 multi-agency drill?
Not on its own. Government Code §772.013 requires DPS, the county sheriff, and the agencies the sheriff expects to respond to a school active shooter to take part together in an in-person drill in each even-numbered year, and those agencies decide what counts. If your county is still planning its 2026 drill, call us at 817-625-2700 and we can coordinate with the sheriff’s office on how this training day fits.
Can one person register several officers?
Yes. Enter the first attending officer in step 1 of the form, add the rest in step 2, and list yourself as the billing contact. Everyone goes on one invoice.
How does payment work?
By invoice. Nothing is charged online. After you register, we confirm each seat and email an invoice to the billing contact you give us. Is Session 2 different from Session 1?
The course runs the same way both days, but Session 2 uses different scenarios. Either session on its own is the complete 10-hour course. Officers who attend both get a second day of new scenarios, at $525 for the pair.
